Place potatoes in a large saucepan and cover with water and bring to a boil.
Reduce heat; cover and simmer for 15-20 min or until tender and drain.
In a large bowl, beat the potatoes and cream cheese until smooth.
Beat in the eggs, flour, parsley, chives, salt and pepper; mix well.
Transfer to a greased 3 qt baking dish.
Bake uncovered at 350 for 45 min.
Sprinkle with onions; bake 5-10 min longer or until golden brown.
